At Least Half of 620 MW of Solar Power Capacity under JNNSM to Miss Financial Closure Deadline,Will Lose License as Irrational Non Serious Auction Winners to lose Bank Guarantees

Financing of Solar Energy Projects in India under JNNSM is proving to be a huge problem for the winners of Phase 1 auction under the federal subsidy scheme.Solar Energy in India has huge potential and attracted a number of companies to the first phase of the government tender under the 2020 plan to install 20 GW of solar energy.Note 620 MW of projects in the 5 MW and above category were awarded to 37 solar companies.Many of these firms had no background and had bid irrationally low to win these projects.With little experience and no established financial infrastructure it was an accident waiting to happen.MNRE offical has revealed that 18 of the companies have failed to achieve financial closure and would probably lose their license by the July 9 deadline.Note most of these bids were irrationally low and would not have made profits.Indian Banks and power financing institutions have refused to lend quite prudently.Note these companies are not putting collateral using their parent company's assets which means that they too doubt the feasibility of their projects.Only huge penalties will deter future non serious participants as at least half of the solar power capacity won't get installed in JNNSM Phase 1.It remains to be seen how this affects the future of the Indian Solar Mission.

Note Big Oil and Gas has been slowly been retrenching form the solar energy industry despite initial leadership.Shell which was one of the biggest solar players has become almost non-existent while BP has shut down a number of solar factories outsourcing production to China.Other Oil and Gas companies like Exxon,Valero,Chevron and others have concentrated their energies on related green sectors like algae based biofuels rather than on solar and wind energy.So the move by Total comes as a surprise as it acquires one of the top 15 solar panel companies in the world.Sunpower is being acquired at a cheap price considering its world beating solar cell technology and its massive systems business which has gigawatts of solar projects under development.Note Sunpower makes the highest efficiency solar panels on a commercial scale and recently tied up with AUO.It is the 2nd biggest solar plant installer in the US and has a massive presence in the commercial and government sector.Total said it looked at over 200 companies before buying Sunpower.Note M&A has been strong in the Solar Thermal Industry and has now started picking up in the Solar PV Industry as well.With solar company valuations at a historic low,it makes sense for the larger chemical and energy companies to pick up good companies on the cheap.

Silicon for Solar Cells – Highly Purified Polysilicon Refined from Silicon Metal

Solar Power Plants till a couple of years were quite small compared to the mainstream energy power plants.Most power plants were in the double digit range with no Solar Farms having the capacity of 100 MW or greater.This is in reference to PV Solar Power Plants and not to Solar Thermal Plants which are bigger in size.Note Solar Thermal Plants by the very nature of technology require larger sizes to be economical just like Thermal or Nuclear Power Plants.On the other hand PV Power Plants do not gain much in economies of scale and government prefer giving subsidies to distributed rooftop solar installations rather than large solar farms.

State of Solar Energy in India – Maharashtra,UP,Delhi formulate Solar Subsidies though far behind Gujarat

Solar Energy in India represents one of the best Energy opportunities in the 21st Century.However the growth at least in the initial stages will be geographically unequal.This is due to the fact that Solar Power requires strong government support and subsidies currently.The Indian Federal Government has already given it a strong push targeting 1000 MW by 2013 and 20 GW by 2022 under the JNSSM.While the Subsidy Program is facing some initial hurdles due to debt financing and aggressive project bidding,individual States are forging ahead to push Solar Energy on their own.Gujarat has been a trailblazer in this regard with The State has already recieved proposals for setting up around 365 MW of Solar Power.Gujarat through its own RPS and Feed in Tariff incentives is targeting 1000 MW by 2013.Rajasthan too is trying to exploit is massive solar insolation potential but its state policies have little clarity or direction yet.The state has signed around 1524 MW of Solar Project with 49 Developers.The Solar Policy Draft Proposal is mostly vague with a target of 10-12 GW in 10-12 years with around 500 MW in the next 2-3 years.Rajasthan is set to see massive solar installation despite its government's vagueness from the Federal JNNSM subsidy.Other states in India like UP,Delhiand Maharashtra have recently started making some moves but remains to be seen how good they are at implementing.While the UP solar subsidy is clearly quite ridiculous,Delhi seems to be on the way to implementing a smart policy of promoting small roof top solar residential installations.

Terra Firma buys Italian Solar Plant Owner Rete Rinnovabile cheaply for over $900 Million – Third Huge Renewable Energy Asset Acquisition

Terra Firma,the multi billion pound Private Equity firm has continued its Renewable Energy Asset Buying Spree spending a monstrous 641 millino Euros to buy Rete Rinnovabile a solar plant owner and operator in Italy.The acquired company is a susdiary of Italian market grid operator Terna and owns around 150 MW solar capacity in Italy which witnessed a massive solar boom in 2010.The acquisition values 1 MW at 4.5 Euros which would be considered not an expensive price given the large returns available for Italian solar power assets which gets a generous government mandated feed in tariff.The solar power plants are well located near distribution end points which is not a surprise since the company was a subsidiary of the grid power operator.

Soitec to build world's biggest solar power CPV plant in Imperial County

CPV companies have recently started winning some utility scale power plant projects in recent times with Amonix wining a deal to supply 30 MW for a project being built for Xcel Energy.Now speciality wafer French company Soitec subsidiary Concentrix has won a massive 150 MW solar plant order from Tenaska Solar Ventures to produce 150 MW which will be supplied to Californian utility San Diego Gas & Electric under a PPA signed earlier.Note California has a RPS to generate 33% of its electricity from Renewable Energy Sources.Soitec will also build a new factory in the San Diego region to manufacture its proprietary CPV modules with 200 MW capacity.Note this will be the largest CPV plant in the world when built by 2015 much bigger than any CPV plant on the drawing board right now.This also pushes Soitec ahead of the other US CPV companies like Amonix,Solfocus
