India has lately become a nation known for endemic corruption rather than the world's poster growth boy with the ruling party members implicated in a number of corruption scams.With the government reluctant to take action against its own,the Supreme Court was forced to take over the supervision of the investigating agency CBI.In the first chargesheet top corporate honchos and CEOs were put under arrest alongwith the former telecom minister Raja and his cronies.With the ruling party under pressure from a civil society movement against corruption,the ability to manipulate the investigation process is limited.Not that the government is not trying put impediments in the court cases and top ministers and leaders indulging in character assassination of the eminent social activists like Santosh Hedge and others.This comes even as other chief ministers of the Congress like Gehlot get caught in nepotism.

The Congress Party and its leaders can't stop being caught in corruption scams and instead of trying to correct them,they slander and character assassinate civil rights activists who try to bring about an anti-corruption bill in the country.The Adarsh Housing Scandal in which the Congress Chief Minister in Maharashtra was involved had to resign though no jail time for him or for his associates.The Scam which also involved top bureaucrats,Corrupt Indian Military Generals and other sleazy officials has died a natural media death as fresh scams take their place.Not that the Opposition party BJP is any better with its Karnataka Chief Minister failing to resign despite being accused of a number of scams.Note the Karnataka Ministry of the BJP has robber mining barons as top ministers who have made billions of dollar through illegal mining of iron ore.

The Indian telecom industry is the world's fastest growing industry with 792 million mobile phone subscribers as of February 2011. Nira Radia the millionaire lobbyist who became a public figure overnight as tapes leaked to her phone conversations were printed by the mass media has revealed sordid details about the politician businessmen nexus.In the chargesheet presented by the CBI to the Supreme Court she has revealed the multi billion dollar realty company DB Realty is a front for Sharad Pawar and controlled by him.This hardly comes as a surprise as powerful Agri Minister Pawar has been linked to a number of corruption scandals like the Lavasa Scandal,2G Telecom Scam,IPL Scam etc.Note DB Realty CEO has been directly implicated in the transfer of bribe giving to Raja the former Telecom Minister in exchange for a Telecom License at dirt cheap prices.It is a tribute to the power of Pawar that despite such massive circumstantial evidence against him and his family,there has been no court case or police charges against him.Note a number of big companies in India are known to be secretly owned and controlled by powerful politicians.Not that politicians don't own billion dollar businesses openly and use their political muscle to further their own interests in a blatant manner.

Real Estate Prices in India have gone through the roof crossing the highs they made during the 2008 run-up.Note real estate in a lot of places globally are in a bubble right now - China,Australia,Canada .However the India Real Estate Bubble is seldom talked about as it has not reached the levels reached for example in China.However the property prices are becoming increasingly irrational.The causes of the Real Estate Prices increases in India are mostly due to the fact that Market Forces are not allowed to operate freely.The regulations,corruption,lack of transperncy,vested interests,cultural factors all have a role to play.Here are some of the reason that I think Real Estate Prices are totally irrational in India.Readers of this Blog are urged to add their views as this is a complex discussion and many people will say that Real Estate in India in not a Bubble but a result of High Population Density,Demand,India's Economic Growth .

Anna Hazare is to end his fast unto death on April 9,5 days after starting his hunger fast demanding the implementation of a Jan Lokpal Bill to replace the toothless Lokpal Bill which has been gathering dust for the last 42 years.The massive public anger against endemic corruption in public life had made the position of the government and the ruling Congress Party extremely uncertain.After trying to defame Hazare as a RSS stooge and worse,wiser counsel seems to have prevailed.Seeing the growing popular support for this anti-corruption movement,the leaders of the Congress Party have totally capitulated to all demands made by the civil society movement.Twitter and Facebook have played an important role in galvanizing popular opinion against corruption and for Anna Hazare.It could mark a turning point for the Indian state as Corruption becomes increasingly difficult.

The Government of India has been trying to put hurdles in the 2G Telecom Scam case right from Day 1.Its blatant shielding of the rich and powerful involved in the massive billion dollar corruption involving ruling party alliance members and top corporate houses has been apparent.The proof of the government malintentions was India's top court taking over the supervision of the investigation agency CBI with itself.This was a major slap for the government as CBI falls under the authority of the Home Ministry.With the CBI having filed a chargesheet which names the former Telecom Minister Raja and some billionaire businessmen,the government is again trying its stalling tactics.The government and its repsentative lawyers did not agree to the name of U U Lalit as special public prosecutor.Additional Solicitor General (ASG) Indira Jaising raised objections despite K K Venugopal, who has been appearing on behalf of CBI and ED suggesting his name.

Anna Hazare who is fasting unto death in the capital of India has called for Indian citizens for fill jails on April 12 as the government has refused to key demands in the formation of the Committee to write the LokPal Bill.With millions supporting Anna Hazare's agitation against corruption amongt public officials in India,the ruling Congress Party is under tremendous pressure.However it is trying to wiggle out of this situation by making token concessions like giving half of the committee to civil society but refusing to give it "Official Notification" and not giving the chairmanship as well.

Seeing the rapidly mounting support for the movement,the government has tried to cut losses sending ministers to hold talks on ending the fast.Thousands of schoolchildren,executives,college students has spontaneously joined the Anti-Corruption Movement at Jantar Mantar in Delhi and millions more in different cities across India.It was the first real chance to protest against the endemic corruption and brazen arrogant behaviour of the ruling classes.Many politicians sensing the wind were trying to associate with Hazare.Shashi Tharoor the sauve face of modern India who had been discredited by his unethical conduct in IPL too tweeted that he supported Hazare ( don't know what that means,use your position to gain money unethically in IPL and Commonwealth Scams and support anti-corruption).For now its a success for the Indian democracy but the ultimate success will be when a strong Lokpal Bill is passed.

Anna Hazare the eminent social activist fast unto death may become a major turing point in India's history with massive spontaneous support for the Jan Lokpal Bill drafted by respected members of the Civil Society.The Ruling Congress Party which tried to disparage Hazare through usual political stunts like calling him a Opposition Party Puppet has become unhinged in its respone.While 2 days ago,the Congress Spokesperson Tewari was saying that they did not really care about the hunger fast by Hazare,now the Congress Ministers are rushing to placate him.While Kapil Sibal is calling for more time ( don't know what they did for the last one year when one after another scam was revealed),Moily says that changes will be incorporated.

The Lok Janpal Bill has received a tremendous response from India's Civil Society which is totally fed up with the endemic corruption and a government which refuses to do anything as most of its ministers are caught in numerous scams themselves.One of its former ministers is already cooling his heels in Jail after India's Supreme Court was forced to take over the investigation as the government refused to take action.The Anti-Corruption Bill which has been formulated by eminent citizens and social activists has been rejected by the government (what a surprise) and the ruling party Congress has refused to talk.Here is a Guide and Summary of the Main Points of the Draft of the LokJanpal Bill.Instead the ruling party has brought in politics into the picture saying that Anna Hazare has become a puppet for the opposition.

The Jan LokPal Bill is supposed to be the answer to India's massive endemic corruption which strikes daily in the form of a new scam or scandal.The government has proven to be woefully inadequate in taking on the corrupt politicians,bureaucrats and businessmen.This corrupt nexus has been repeatedly exposed and its structure exposed through the Nira Radia Tapes.The Indian administration has shamefully failed to take action only promising to do something without doing anything worthwhile.The Indian Judiciary has also castigated the government numerous times for its abject failure in the 2G Telecom Scam,Black Money Scandal etc.However the government instead of strengthening anti-corruption measures has only put obstacles in the way.Its no wonder when the committee meant to look after the Bill comprises of ministers tainted with a number of scams themselves.Anna Hazare has held a fast unto death to put pressure on the government to pass the draft bill but the Minister appear unconcerned.Here is a short summary and guide to the main points of the Jan LokPal Bill which IMHO deserves the support of the whole Indian civil society.

Indian Politicians Corruption and Lack of Respect for Law is becoming more blatant by the day.Despite numerous scams and scandals hitting the media everyday,the corruption continues on unfazed.The minister of education of the Goa state was found with an astounding 10 million dollars in cash at the Mumbai airport while Alagiri who is a federal minister has been found to have assaulted an election official in his hometurf of Madurai.These politicians have managed to make a mockery of the Indian justice system as they know they won't get prosecuted or arrested.Note numerous scandals have hit the headlines but none of the major minister or bureaucrats are doing jail time.Most of the corruption cases have been buried by equally corrupt Indian investigative agencies.The only cases being pursued is where India's Supreme Court has ordered a personal investigation.Expect none of these 2 above incidents to result in anything where Indian politicians continue to treat Indian democracy as a medieval feudal system.

Sharad Pawar,India's powerful agricultural minister and the president of the international cricket body ICC has managed to get involved in most corruption scams coming out in the last year or so.However he has managed to come out unscathed even as his fingers are in multiple corruption pies.The name of Pawar and his daughter Supriya Sule ( who is a MP what a surpise) has come up in multiple corruption scandals like the 2G Telecom Scandal,IPL Cricket Scandal and Lavasa Scam etc.However it points to his influence and reach,that nothing has happened.He is the leader of a regional party which is part of the ruling coalition in the centre.

It remains to be seen whether the top corporate executives of India's topmost conglomerates get prosecuted over these wrongdoings.Essar and ADAG are amongst the top 10 conglomerates in India with wide ranging operations with billions of dollars in revenues nationally as well as internationally.The Supreme Court has been instrumental in bringing this case so far as the government seems totally coopted by corruption.It has been frequently been castigated by the Supreme Court and has shamelessly defended corrupt bureaucrats and politicians.It remains to be seen how this 2G Telecom Case ends.If justice is done,then it may provide a new chapter to India's corruption ridden story till now.

It is impossible to buy tickets to cricket matches as all the tickets have been given by the officials to their cronies and colleagues.So if you want to buy a ticket to see a cricket match you can't do that.This has even led to the ICC saying that it will lead to bad relations with sponsors .Note the Minister has cropped up in a number of major scams like the Lavasa Scandal,IPL Scam etc.However his role as an ally supporting the government has made him immune to any prosecution.The Indian Police instead of booking a case against ICC corruption has hit out at fans angry at being denied to see a match as no tickets are sold.India is a Banana Republic except that the Supreme Court manages to occasionally shame the government and bring a culprit or 2 to book

Corruption in India seems to be throwing up a new character everyday with almost all the major institutions - judiciary,executive,corporates,bureaucrats,media being tainted by it.The latest to join the corruption bandwagon is the US Food MNC Kraft specifically its subsidiary Cadbury.Note Carbury is one the biggest chocolate brands in India and has been present in the Indian market for a long time.The Corruption Charges are said to be in minor in nature as SEC is probing whether Cadbury gave bribes to set up a manufacturing plant in India.I would be surprised if they managed to set up a plant in India without giving a bribe.India's bureaucrats are notoriously corrupt and the venality has only increased despite numerous scams and scandals being exposed.

Note it would not be surprising if the allegations were true as the Indian stock market is a pump and dump heaven of IPOs with blatant manipulation by market operators.Price Rigging Rings are also present with mid cap and small cap scams happening with an alarming regularity.With Corruption touching a new high,the Supreme Court has taken over the investigation of the Telecom Scam Probe from the Government.This has led the CBI which is mostly a ruling party puppet to question some top billionaires and politicians.However it remains to be seen if some of the top fish are caught or just some small scapegoats are imprisoned.

John Kerry is doing the rounds of Pakistan and Obama has called for the release of the "diplomat" on the grounds of diplomatic immunity which is a joke.The widow of one of the killed men had done suicide because she was sure that her husband's killer would not be brought to justice.The US is doing exactly that by threatening to cut off all aid and break off diplomatic ties.It is this kind of behaviour which leads to more anti-Americanism around the world and displays the American hypocrisy over defence of human rights and democracy.I am sure if such an incident had happened in USA,the murderer would be facing a lethal injection in a very short time.However in an unequal world human rights for an American and a Pakistani or three is different.

The Spanish Government faces multiple lawsuits over its Royal Decrees which cut the Feed in Tariff for Solar PV Installations Retroactively.These laws were passed in Dec 2010 as part of the comprehensive review of the Renewable Energy Subsidies by the government.While Wind Energy and Solar Thermal Subsidies were changed earlier,the controversy over the Solar PV subsidies had forced the government to delay the change to the last minute.These changes were strongly opposed by the Solar PV Industry Association ASIF which has earlier called the measure as "industry killing".These cuts over the next 3 years would be done through a "backdoor approach" in which the subsidies would be restricted for a only a few hours for the Solar PV plants.

IREO,a new Real Estate Company which is making waves in India's National Capital Region (NCR) with glitzy projects has now come under the tax scanner for illegal fund inflows from tax havens of Mauritius and Cyprus.It is alleged that black money from India has been roundtripped through these tax havens in the guise of Private Equity Money.It is an open secret that Black Money from India finds its way back to India through tax havens in the form of foreign investment when it just a roughtripping of domestic money.The figure quoted is around $1.5 billion of illegal money pouring into 26 companies associated with IREO.The company came into focus during the Commonwealth Scam and is linked to an Opposition Party leader.As usual their are denials,media circus and the whole thing will end as it does all the time with Nothing Happening.

The Commonwealth Games (CWG) hosted in New Delhi,India recently gave rise to a monumental scam.It is an open secret that huge amounts of cash were siphoned off by officials,politicians and contractors involved in infrastructure building.The cheating and fraud committed on public money has been exposed already.Some of the officials have been fired without a single one being jailed or convicted.The CWG Committee was led by a leader of India's ruling party Suresh Kalmadi while the provincial government of Delhi is also ruled over the the Congress Party.The probes and investigation which were held in abeyance until the completion of the Games has started now.However like always expect a lot of media fanfare without any convictions or jailtime for the offenders.India's Ruling Party Members are already blaming each other openly for being corrupt without fear of retribution.India's Political and Business Elite has made the mockery of Indian Justice System a Child's Game.The Chief Opposition Party also can't come all guns blazing as one of its leader Sudhanshu Mittal has also been a kingpin in the Corruption Racket.

However Tecpro Systems differs from the other 2 IPOs in the sense that it is primarily focused on the Power Sector Space.It is a leader in the ash handling and material handling systems and is currently diversifying into becoming a turnkey provider in this segment.Like other infrastructure players it has seen amazing growth in the last 3 years at around 70%+.Its margins have come down and stabilized at around 7%.Cash Flow have been negative due the breakneck growth and the high WC requirements of the Construction Sector.The valuation does not seem expensive with the promoters diluting around 15% of the company.
Summary
This EPC company seems a good investment to me though not as good as VA Tech Wabag.The valuation at around 17x P/E is not very expensive though the sector concentration increase the risk for the company.However given the management quality,this company seems a better investment that other construction companies.The growth prospects of the Power Sector in India is huge and Tecpro seems well positioned in this space with partnerships with other major companies like Va Tech Wabag.Though there is some concentration risk,I think Tecpro seems a subscribe.

The Developers as usual are being brazen about it denying any wrongdoing despite tons of cash and incriminating documents being found.These Raids never result in convictions or prison terms and in India are generally politically motivated.Most of the Government officials are a part of the gravy train and would not touch connected Real Estate Developers without a push from their political masters.Expect these Developers to start their business as usual in a couple of months as India's Political and Business Elite toys with the country's laws with impunity.
